At its meeting on February 28, the ICANN Board of Directors approved the request for the delegation of the Cyrillic top-level domain .УКР for Ukraine. The final step before the corresponding record for the .УКР domain appears in the Internet root servers must be the approval of the ICANN Board’s decision by the U.S. Department of Commerce. The .УКР domain has been delegated to the Ukrainian Network Information Center (UANIC), which will serve as its administrator. According to UANIC, the start of domain name registrations in Ukrainian and Russian in the .УКР domain, as well as the approval of new domain name registration rules, can be expected in the coming months. It should be recalled that UANIC is the authorized non-profit organization for administering the address space in Ukraine and is also the administrator of Ukraine’s country code +380 in the numbering subsystem of the public telecommunications network (PSTN) under the ENUM protocol.

In further development of the domain name internationalization topic, the Ukrainian Network Information Center and the Technical Center of the Internet announce the availability of installation (setup.exe file) of an additional Ukrainian keyboard layout in the list of keyboard layouts in Windows family operating systems. This is the Ukrainian (Customs) keyboard layout, to which the following key values have been added:

1. the Ukrainian apostrophe ʼ (U+02BC)
2. the letter ґ (U+0491) and Ґ (Shift) (U+0490) when pressing the AltGr (Alt+Ctrl) key
3. the hryvnia symbol ₴ (U+20B4)

On June 8, 2012, the fourth meeting of Ukrainian domainers was held. At the meeting, a presentation was given on the process of preparing documents for the delegation of the .УКР domain to IANA. In the subsequent discussion, which was attended by the current administrator of the ccTLD .ua Dmytro Kokhmanyuk, issues related to the rules of the .УКР domain, the principles of operation in the domain name registration market, and the procedures for determining the technical administrator of the IDN ccTLD .УКР were raised.

As part of preparations for the delegation process of the .УКР domain, Technical Center of the Internet LLC developed a technical registration system. According to the work plan, the first stage of testing the technical registration system was carried out in the 1st and 2nd quarters of 2012. The testing results demonstrated readiness for the delegation of the IDN ccTLD .УКР. Technical Center of the Internet LLC informed the Ukrainian Network Information Center (UANIC) about the testing results.

As part of its campaign to raise global awareness among business representatives, government organizations, Internet users, and media representatives about the opportunities and challenges of new gTLDs, ICANN held a meeting in Moscow. The event, organized by the Coordination Center for .RU/.РФ, allowed Russian market participants interested in registering new gTLDs to have direct contact for discussion with ICANN President and CEO Rod Beckstrom, ICANN Board Chairman George Sadowsky, ICANN Chief of Staff Christopher Mondini, and ICANN regional representative for the region Veni Markovski. “ICANN’s visit to Moscow is an important sign that it recognizes Russia’s significance in the global discussion on how to improve the ICANN model,” said Veni Markovski.
